In association with a multinational consortium, WRT developed an urban development plan that guides the short- and
long- term growth of Panama's major metropolitan areas: Panama City and its environs on the
Pacific, and the City of Colon and its surrounding area on the Atlantic. Driven by the reversion of land and
infrastructure from the former Canal Zone to the Panamanian government, the study encompassed nearly a third
of the country's territory and over 50 percent of its total population. An in-depth analysis of existing
conditions was undertaken, and models were developed to test a variety of scenarios. Ultimately the plan advocates a
sustainable land use system, based on the integration of the reverted areas and on the protection of the natural
resources of the Panama Canal river watershed.
