WRT's comprehensive plan for this rapidly growing suburb just north of Dallas provides a framework for
the community to accommodate tremendous growth in a way that sustains its quality of life. The land use
plan directs growth to four distinct districts, including a 10-square-mile "Cross Timbers Conservation
Development District" that allows smaller lots at gross densities corresponding to existing zoning. It
also provides for a dramatic increase in non-residential economic development to provide a balanced tax
base. In fulfilling the towns vision, our work involved extensive public participation and a Smart
Growth approach to advance environmental, economic, and development quality.
