This plan proposes both a design concept and a system of development in which multiple aspects of Lower Manhattan
life is related to an overall planning process. The plan envisions an integrated, sequential series of moves -
from new circulation patterns to strategic residential and commercial development - that could result in dramatic
improvements to the city, with minimal public investment. The Office of Lower Manhattan Planning was set up to
carry out the plan, and it established a public-private development corporation to oversee construction of new
residential communities.
Winner of a Special Award from the Municipal Art Society of New York and the Albert S. Bard Honor Award,
Excellence in Urban Design from the City Club of New York.
