WRT and a team of university-based research organizations analyzed the New Jersey State Plan in light of statewide trends through 2010. A broad spectrum of issues affecting the economy and quality of life in New Jersey were assessed, including the locations, form, and density of future housing development and employment growth. Also assessed were impacts of alternative growth patterns on a range of factors, including agriculture, forests, water, and air quality; culturally valued structures, sites, landscapes, and communities; and housing affordability, infrastructure and community service costs, and tax revenues.

The New Jersey State Plan won a Charter Award from the Congress of the New Urbanism.
