Baltimore's Inner Harbor is an urban success story in which WRT has played a major role. As author of the master plan, the firm envisioned a compelling identity for the place, and has helped realize it through more than 100 architectural and landscape design assignments. WRT's urban design concepts continue to stand the test of time—public use of the water's edge (exclusive of traffic), continuous cornice lines for surrounding buildings to create a harbor frame, and emphasis on view corridors to link the city to the harbor. These ideas were translated by WRT into design principles and guidelines that, carried out by multiple developers, continue to give the Inner Harbor much of its distinctive ambiance.

The project has won many awards and was named by the Waterfront Center in 1991 as one of the top ten waterfront places.
