This low-income family housing project reclaims the site where the now demolished Embarcadero Freeway fragmented San Francisco’s Northwest Waterfront Historic District and the neighborhood of North Beach. The design works within the budgetary constraints of low-income housing to provide accommodation that fits seamlessly into a context of recent and historic buildings of substantial scale, permanence, and quality. Childcare, community facilities, and retail are included in the program.
